EAST MIDLANDS REGIONAL ASSEMBLY The East Midlands Regional Assembly (EMRA) is one of eight in England, outside of London. It has 111 members; 70 from local authorities, 35 members from the wider social and business community and the region's six MEPs. It is responsible for scrutinising the work of the region's economic development agency (emda), undertaking the role of the Regional Planning Body and the co-ordination and integration of regional policies.
